Response: it's called "Bead Spriting." For the ATCs I make I use mini Hama Beads which are 1/4 the size of normal melty beads which I have to get shipped over from Denmark since they are not available in the U.S. Perler is the brand of normal sized beads (which are bigger then the ones I use for ATCs) in the U.S. which you can find out more information on at the website below.
