As for "What are xslip bags", I asked the host via notes the same question:

"it's a bag where it starts with so many xslips, then it gets passed along to other swappers, they'll take which ones they want and add a certain amount. there are usually directions on the bag that tell you want to do."

And how to start a new bag:

"you can use a small envelope and then add xslips anywhere between 1 and 20. you write on the envelope who it's for and who it's by and you write the instructions on it. you can do something like take some, add that same amount plus 2. or take out 5 xslips and add 10 xslips. whoever plays will need a place to sign on the envelope, there's usually 4 or 5 places for people to sign. then the last person to sign will send it home to the person it was made for."

Also the idea of the x slips is to send # 1 what is called for on the slip
