Question: are we to make matching envelopes or are these for just plain mini-cards?

does this mean 2 x2 is the smallest or as long as one side is at least 2 inches it's ok? (Like what if I make a card that's 1.75 x 3?

Since it is not in the description, you do not need to make matching envelopes, though I think it's a good idea.

For the size, 2 inches is the smallest for both sides.
